On February 26, 2026, the Israeli government adopted decisions that transfer administrative powers over the West Bank from the IDF and Civil Administration to civilian authorities (Ministry of Justice). These decisions include mechanisms to identify land without documented Palestinian ownership and register it as Israeli state land in Area C — which comprises 60% of the West Bank.
